A few markings internally with a light vertical crease, else clean and complete. Not terribly early, though scarce Washington imprint, a short message from Eugene Semple on the general conditions of the territory, mining and irrigation, territorial penitentiary and university, fishery laws, a plea for the instituting of the celebration of Arbor Day, and other topics.
